Chang is the founder of CIMC Raffles Singapore. He was born in April 1943 in South Africa. He is married to Annie Chang. They have 3 children (Malcolm Chang, Tracy Chang, Winnie Chang) and 3 grandchildren. The shipbuilding tycoon owns patents for a semi-submersible transport lifting barge.

Chang has been in the shipbuilding industry since 1967, founded CIMC Raffles Offshore (Singapore) Ltd. in 1994.
In 2008 China International Marine Containers (CIMC) offered USD 560 million for a 30 percent stake. But later this deal was canceled, buying only 10% for a small part of the original price.

In 2008 Forbes estimated his net worth at US$ 560 million, but later this was reduced to US$ 100 million. In 2013 CIMC acquired all shares in Raffles. His net worth is now US$ 500 million.
