According to research by the German magazine Tachesschau, the yacht is legally owned by Usmanov’s sister Gulbahor Ismailova. This ownership structure suggests that the yacht should not be subject to sanctions, at least according to the Usmanov family’s claims.
However, investigations by the German Federal Criminal Police Office (Bundeskriminalamt) revealed that Alisher Usmanov indirectly transferred assets to his sister, Gulbakhor Ismailova. The yacht Dilbar is owned by Navis Marine Ltd. (Cayman Islands), whose shareholder is Almenor Holdings Ltd. (Cyprus). All shares in that holding company are held by Pomerol Capital SA (Switzerland) in trust for the benefit of “The Sisters Trust”. Since 2017, Alisher Usmanov has no longer been a shareholder of this trust company, leaving his sister, Gulbakhor Ismailova, as the only beneficial owner of the yacht Dilbar.
On March 3, 2022, international media reported that the yacht Dilbar had been seized by German authorities. The yacht was seized because her owner, Alisher Usmanov, was sanctioned by the European Union following Russia’s aggression towards Ukraine.
Dilbar was docked in Hamburg at the Blohm and Voss shipyard for a refit at the time of seizure. In response to the sanctions and seizure of his yacht, Mr. Usmanov released a statement: “I believe that such a decision is unfair and the reasons employed to justify the sanctions are a set of false and defamatory allegations damaging my honor, dignity, and business reputation.”

In May 2017 the yacht Ona was put for sale. In September 2018 she was sold and named Al Raya. Some of her features are a large pool, a cinema, and a sauna and steam room.
She also has a massage room and a hospital. The owners’ deck includes a very large office and a conference room. Raya is still one of the largest yachts.
There are 21 crew cabins and 4 staff cabins. The crew has its own gym. The captains’ cabin includes a dressing room and a private office. There is even a security room. From there all movement in and around the yacht is monitored.
